Regulatory Reform

Small business owners often lack the legion of accounting, human resources, and legal services to assist them in navigating through the sea of regulatory requirements at all levels of government.  As a result, it is important to ensure that small businesses are not disproportionately burdened by regulatory requirements, and are provided with the tools and resources they need to understand, locate, and comply with regulations as they are developed and implemented.

2011-2012 Legislative Priorities

Protect Small Business From Invasive and Disproportionate Reporting Requirements

  • Require agencies to conduct a cost-benefit analysis before rules and regulations are issued

Enhance Small Business Resources and Authority For Action Within Agencies

  • Create Small Business Ombudsmen at each agency and provide them with the tools, resources, and authority to assist small business and affect change when necessary

Provide Small Business Owners With Flexibility For Good-Faith Compliance Efforts

  • Develop protections for small business owners that will exempt them from penalties for first time paperwork violations

Provide Small Business Owners With Easy-To-Access and Understandable Information on Regulations and Compliance Issues

  • Create an online clearinghouse that provides small business owners with the information they need to do business, including tools that will notify them when new regulations are developed and assist them in understanding and complying with regulatory requirements
  • Require agencies to publish plain language versions of regulations
