Health Care Legislation

Since 1973, COSE has provided small businesses with health insurance solutions and helped them to navigate this often-times complex arena.  COSE’s work in health insurance has yielded national recognition and established the organization as a thought-leader and advocate for small business owners that choose to purchase health insurance for themselves and their employees.  COSE’s experience has helped to shape the opportunities for small business and we remain focused on our work to educate, guide and empower small businesses to make the best health insurance decisions for themselves and their employees. 

2013-2014 Legislative Priorities

• Promote the development of and requirement for basic plans, free from expensive and excessive mandates, available to individuals as a qualified health plan
  • Advocate that the rules and legislation related to health care reform written in a way that is easy to understand
  • Promote the development of tools and resources that make it easy for small business to understand their health insurance options, make informed decisions, and purchase insurance 
  • Preserve the availability of health insurance tools such as health savings accounts (HSA), health reimbursement accounts (HRA), and defined contribution plans
  • Advocate for reforms that will increase transparency within the health care system to lower costs and empower consumers to make more informed decisions about their health care 
  • Create incentives for participation in wellness programs for individuals and small businesses
• Level the playing field for small business owners through the permanent elimination of the self employment tax on health insurance
