Legislative Priorities

COSE 2011-2012 Public Policy Agenda COSE’s 2011-2012 Public Policy Agenda represents the collective voice and priorities for the small business community over the next two years.  Representing over 15,000 small businesses in Northeast Ohio, COSE is committed to ensuring that small business owners have the tools, resources, and flexibility they need to maintain their independence. 

COSE is committed to advocacy work that empowers small businesses to reach their fullest potential.  The seven policy areas outlined in this Agenda represent keys to small business success. 

 Access to Capital: Increase access to capital opportunities for small business owners and streamline the paperwork and time associated with obtaining a Small Business Administration (SBA) loan.

Health Care: Represent small business in the implementation of health care reform and associated regulatory efforts, focus on the issue of cost within the health care system, and emphasize the importance of transparency and education among small business and individual consumers.

Human Resources: Protect a small business owners’ flexibility to manage their personnel matters.

Energy: Provide small business owners with the tools, resources, and information they need to capitalize on the opportunity to become more energy efficient.

Regulatory Reform: Protect small business owners from onerous and unnecessary regulatory requirements and unreasonable penalties, and develop ways to make it easier for small business to comply with agency regulations.

Taxation: Streamline the taxation system and remove existing barriers to small business success.

Workers’ Compensation: Promote policy within the Ohio Bureau of Workers’ Compensation (BWC) that results in premium rates that are fair, affordable, and predictable for small business.
