Rising energy costs and their associated volatility continue to pose challenges to small business owners and their ability to forecast their costs from one year to the next.  While many small business owners look to measures such as energy efficiency as an opportunity to mitigate the financial impact of increasing energy costs, they often encounter challenges in the form of limited information and capital, which prevent them from moving forward with these types of projects.  Therefore, it is critical to provide small business owners with the tools and resources they need to budget their energy costs and become more energy efficient. 

2011-2012 Legislative Priorities

Provide Stable, Predictable, and Affordable Energy Costs and Reliable Service For Small Business

  • Ensure that small commercial class customers are receiving affordable, stable energy rates and being provided with programs and resources that will assist them in their efforts to become more energy efficient

Develop Programs to Connect Small Business With Capital and Incentives For Energy Related Projects

  • Create an on-bill financing program to allow small businesses to repay a loan for an energy project on their utility bill
  • Create green loan opportunities designed specifically for the unique capital and energy needs of small business owners
  • Create tax credits that will reward small businesses for becoming more energy efficient
  • Develop rebate programs that not only provide incentives to small business owners for investing in energy efficient equipment but also award these rebates within 45-60 days


Support Small Business Energy Efficiency Outreach and Education Initiatives

  • Create additional grant opportunities to assist small businesses and small business organizations in energy related outreach and educational initiatives
  • Bill Name: Pollution and Costs Reduction Act Bill Number: S. 77

    Summary:

     

    This bill amends the Clean Air Act to reduce pollution and lower costs for building owners.
