Many small business owners want to offer health care coverage to their employees but are unable to do so because of high costs. While the Patient Protection and Affordable Care Act addressed insurance accessibility, the affordability of basic health insurance continues to be a challenge for small businesses. Therefore, it is critical to address these issues in order to help small business owners provide health insurance to their employees.
2011-2012 Legislative Priorities
Develop and Expand Basic, Affordable Options
- Promote the development of and requirement for basic plans, free from expensive and excessive mandates, available to individuals as a qualified health plan
- Protect the availability and ensure for the widest possible use of consumer-driven health insurance options and tools such as HSAs and HRAs
- Promote a focus on cost reduction in health insurance
Level the Playing Field For the Self-Employed
- Permanently eliminate the self-employment tax on health insurance
Improve Transparency of Health Care Costs and Empower All to Act As Consumers
- Participate actively in the development of an outcomes clearinghouse for consumers that includes information on the costs of health care services and the effectiveness of those procedures
- Shape the creation of the Health Insurance Exchange in Ohio and ensure that it is designed to support small business owners and their employees
- Create incentives for individuals and small businesses to participate in wellness programs
Advocate For and Protect the Needs of Small Business Throughout the Implementation of Health Care Reform At the State and Federal Levels
