NSBA Report: Small Business Confidence on the Rise

For the first time in two decades, more than half of small businesses are reporting revenue growth with an even greater number expressing increased confidence in the future, a report from the National Small Business Association and ZipRecruiter finds.

According to the NSBA 2017 Year-End Economic Report, 53% of small businesses said their revenues grew last year. And 84% of respondents said they have a high level of confidence in the future, the highest number reported in more than a decade.

"Small businesses have not been left behind in the ongoing rise in our economy and, in fact, are very likely the reason for the strength of the economy,” says NSBA Board Member and former COSE Chairman Michael Stanek.

Coinciding with the increase in business performance and confidence, hiring also improved. Between July 2017 and December 2017, the number of small firms that said they hired employees increased from 22% to 30%. That is the highest hiring number reported in the survey in more than a decade.

Looking ahead, survey respondents indicated their top priorities include reducing business-related costs, such as with healthcare and taxes, and reducing the regulatory burden on businesses. For example, 17% of those polled said healthcare reform costs should be lowered.

  • Ohio Senate, AG Roll out Cybersecurity Incentive Measure Supported by GCP

In October—cybersecurity awareness month—state legislation (SB 220) was introduced to incentivize data protection and provide a legal safe harbor to businesses that implement a specified cybersecurity program. The bill sponsors and Ohio’s Attorney General (AG) publicly unveiled and discussed the intent of the legislation at a Statehouse press conference on Friday. The Greater Cleveland Partnership was represented at the event and formally extended our members’ support for the initiative.

The use of technology to conduct business efficiently is practically unavoidable. Unfortunately, the technology we use daily is vulnerable and can be hacked. The consequences can be devastating for a business of any size and in any industry.

The purpose of SB 220 is to create an affirmative defense to a cause of action sounding in tort related to data breach and it would apply to all businesses that include and comply with certain cybersecurity programs. The bill, also known as the Data Protection Act, is not a mandate and it would not create a minimum cybersecurity standard; it would encourage more businesses to properly protect their business ventures, their workforce, and those they do business with.

“Passage of this common-sense legislation is a worthy goal and the Greater Cleveland Partnership is pleased to support it,” said Sante Ghetti, the GCP’s VP of government advocacy. “The GCP looks forward to playing a role in the process by educating stakeholders on the importance of this initiative.”

GCP members have increasingly identified cybersecurity as an immerging issue. Over the course of last several months, the GCP has had encouraging dialogue, resulting in the introduction of this legislation and ultimately the organization’s support for SB 220. In addition, the AG created a program called CyberOhio and a CyberOhio advisory board, in which a member of the Greater Cleveland Partnership serves on, composed of industry experts and business leaders. The experienced panel provides guidance on state initiatives related to cybersecurity.

The GCP will continue to proactively engage our members and the legislature on this constantly changing threat to help foster a stronger business environment in the region and beyond.

  • Ohio Senate President Larry Obhof Receives Small Business Advocate of the Year Award

The Greater Cleveland Partnership (GCP) and its small business division, the Council of Smaller Enterprises (COSE), selected Ohio Senate President Larry Obhof of Medina as a recipient of the 2016 Small Business Advocate of the Year Award.

Senator Obhof played a key role in ensuring legislation—which was signed into law in December and prevents political subdivisions from establishing minimum wage rates different from the rate required by the state—was brought to the floor of the Ohio Senate for a vote last year.

COSE/GCP Board member Kevin Johnson lauded the Senator’s actions.

“We want to recognize the work Senator Obhof and his colleagues did to ensure Cleveland and other municipalities will not be placed at a disadvantage as it relates to job creation, business growth, and the overall momentum Cleveland is experiencing,” Johnson said. “Had a Cleveland-only minimum wage been approved, my business and those employed here would have been severely negatively impacted.”

The award was presented during the annual COSE Day at the Capitol event

Senator Obhof said he was very pleased to receive the recognition from GCP/COSE.

"I am honored to receive this award," said Senator Obhof. "Since joining the Senate, I have worked to improve Ohio's economy by cutting taxes and getting rid of red tape and regulations. Small businesses are the backbone of Ohio's economy, and as the Senate's leader, I remain focused on improving Ohio's business climate so that entrepreneurs can succeed and our economy can grow."
